Baby and Toddler Passport Photo Tips
For a baby or toddler, use a plain white or off-white background and make sure no other person appears in the photo. The child's full face should be visible and the child should face the camera.
An easier setup
The State Department suggests laying a baby on a plain white or off-white sheet, or covering a car seat with a plain sheet before placing the child in it. Watch for shadows on the child's face.
What about a baby's eyes?
Current passport guidance allows an infant's eyes to be not entirely open. Older children should have their eyes open. Avoid pacifiers, hands, or other objects blocking the face.
